Personally, I think twitch is fine the way he is.

He's considered an assassin who's also a marksman - I've seen him play ADC and Jungle (God do I hate level 2 twitch ganks). But I think that's fine, if you're allowed to let a late-game carry scale or you're out of position then the blame is on you, not on the champion And to be honest, he's only ever seen nerfs every since his mini-update.
