Is Riot & the community stuck in a vicious cycle?

So, people say that RIOT only makes skins for popular champions.

People that play not so popular champions, complain about never getting a skin ( Zyra, Morde, Yorick...etc )

These champs don't seem to be popular, because they aren't in the meta, or just feel under-powered. If these champs were properly addressed, they would be playable, and more popular, which in return perhaps would encourage RIOT to actually make skins for them.

I must say, it's disheartening to have a favorite champion that's unpopular and get's neglected when Riot makes new skins.

Better balance = more champions in the meta/able to be played seriously = more fairness for skin production
