Sudden Halt

When the honour system came out, everyone started at honour level 3. A month passed and then many people were already at Honour 5. Suddenly, after that month has passed, there was a sudden halt in honour level ups. It's as if there was a major boost of honour exp for the first month and then stopped or dropped.

I have a good steady flow of 1-2 honours every 2 games (and if lucky, 3 honours) Most games, I get the tiny exp boost when everyone honours each other, but it's as tho it doesn't matter. I've been stuck in honour 3 for 3 months as it stands and all my friends are going to be getting rewards at the end of the season because they got lucky in August. Hell, I've seen people get honour 5 after a game without being honoured that game. I may be talking only about myself, but I bet there are many other people that feel left behind. Is there some kind of special amount of people who can have honour 5? is there a limit?

the only theory I can think of with taking the blame for everything would be because I practice many different things all the time and I'm a jack of all trades(jack of all trades as in I have a champ I'm good with in every lane) so I don't get much time in the starlight, so I don't get noticed as often which in turn means I won't be getting more honours than I already am.

Unless if I'm getting something wrong here, I'd like to have some sort of explanation, please.

False. Everyone started at honor 2. I remember hundreds of posts being made where people asked if honor level 3 was even a thing and many shrugged it off as a mere myth, a concept Riot came up with so people would continue to strive for something that didn't even exist in the hopes that players would become less and less toxic as time went on.

I remember how much I grinded to get to honor level 3, with almost no hope in sight. Suspiciously, it was after people started asking if anyone had reached honour 3 yet, that people started getting it in masses.
