Because do you really use it before mid-game? Its damage scales with enemies' HP, by level 6 it's basically only useful for your WER combo, or to kill an enemy who's trying to B with like 50 HP.

i never take a point in it till Q and E are rank 5, so i never really noticed it's cost was so high.
