A few questions about Cooldown Reduction

I've been super confused about Cooldown Reduction as of late. First of all, I noticed there was a mastery that could give you up to 5% Cooldown Reduction. Since CD has a cap at 40%, does this mean that you would only have to buy 35% bonus CD to achieve 40%? Another thing; Do you start out with CD prior to buying items and w/o masteries? I was on the PBE the other day, and it said that I had 9% CD when I used someone. I do not recall if I had the mastery that gives you 5% CD active, but even if I didn't, that would mean that I had 4% by default. Is this true? Do you actually start out with a set amount of CD?

If you take 5% CDR from masteries or runes, you'll start the game with 5%. Then, yes, you'll only need 35% more to cap. On my AP Support mastery page, I walk into the game with 10% CDR already. And I have 5% CDR blues on a few rune pages.

As for your other question, I don't think there are any champions who have CDR at level 1. Though some can get it passively, from leveling up spells. Who were you playing? Most will start with 0 CDR at level 1, without runes/masteries.

I was playing Cassiopeia. I remember seeing it say that I had 9% CD, when I should have only had 5% from my masteries I thought 0.0

Yes, if you have 5% cool down reduction from masteries you only need to buy 35% to hit the cap. It is worth noting that you can gain a total on 10% from masteries. You can also gain some using runes. But no matter how you gain it, the cap remains 40%. Now, as for do champions have built in CD reduction, the general answers is no. There are a few exceptions though, as Ryze, Zyra, and Cass can gain CD Reduction with their Passives.
