Champions for Draft

So, how does draft worked? Do I need to own 16 champions, as in buy 16 champions with IP, or just need to have 16 available champions to use?

For normal draft, I think its just have 16 available which includes the free champions for the week. Once you start doing ranked though you have to own 16 champions because you the free champions of the week aren't available unless you own them.
