People I block should never be in my ranked games

Please riot... please implement that into the system where if we block someone and especially if that person is reported a lot... to not put them in our ranked games anymore x.x I've had several occasions where there were trolls that I have blocked that got put into my game again more than once and they still trolled months later.... so... it would be really nice if those people were never in my games x.x
