League Trolls

Something seriously needs to be done about the trolls.... The tribunal system has been down for over 3 years and the trolling rate has increased exponentially.... Seriously riot what are you doing... People even admit to trolling in chat and get reported and nothing happens. Or they will be playing good and purposely just change their play-style 100% and feed and run it down a lane or follow the jungler around and steal their camps from in front of their face... or shit like I am 100% about to win and then my own tahm kench and anivia keep me in the god damn base!!??!?!?!?! tahm kench eats me and anivia walls me in to prevent me from solo winning the game. OR a random troll follows me around with a jungle item and smites and kills my camps and wont let me farm.... like SHIT LIKE THAT KEEPS HAPPENING.. ALL THE DAMN TIME... Every single day that I play league.... I had a 72% win rate and now its a 51% win-rate because of this shit and riot staff doesn't care about this at all unless they verbally are cussing at you or being racist.... Also... Please ... When we block someone that is legit trolling and report them PLEASE don't put them in our games again... I've had multiple occasions where I got put with the people that I blocked and reported and they trolled again.... There are also games where people are obviously botting... they are in silver/gold and playing worse than an easy bot....
