They added hextech crafting and Riot would get more $$$ by making players buy dozens of pointless boxes searching for 10 gems to exchange for a skin rather than just offering an ultimate skin...
And if they do release a kinda ultimateish skin it would probably be for 20 gems instead of RP.

There should be a new champ released in the next month, and then the ultimate skin, and then either another new champ or the yorik update (kinda the same thing at this point though)
Pretty sure the skins team is a different group from the guys who made hextech.

Don't forget that when they are releasing a new legendary or ultimate skin they announce it 1.5 month prior, so if closest they could release it would be september, also in september worlds hype start, so they wont release anything until after worlds where the season ends. In other words, they wont release an ultimate skin since there is no more time available to announce it, test it and release it.

They have to for the simple and understandable reason that they have to test it on the PBE. Most of the lurkers from reddit and the boards find out because of surrender at 20 anyways, so they announce it while they make the test on PBE, and sadly.... there isn't enough time.
