Level 10 players are actually better than level 30s who knew

Have you ever noticed that when you play Twisted Treeline vs intermediate bots, games played on a level 30 account tend to take 20 to 30 minutes (if you don't lose which happens 50% of the time). But if you play Twisted Treeline vs intermediate bots on a level 10 account the game tends to take 7 to 10 minutes. I have noticed that players with level 10 accounts are either going to listen to you more, like when you go for first blood in the bottom lane, or they are going to be smurfs who wreck the bots. Anyone else having this unfortunate issue? because it is faster for me to get first win of the day by playing on SR vs intermediates than it is for me to play TT on my level 30 and it is extremely annoying.

TL;DR lower level players will listen better or be smurfs, and either way leads to faster/better games in general.

EDIT: I am talking about the games without spam bots, though they are plentiful
