Primary vs Secondary in Queue

What we pick when we queue up are called primary and secondary, which seems to imply some sort of preference for the one over the other. So why is that I almost always get instant pops for my secondary. Why can't there be a 60 second wait to find a spot for the primary choice before going to secondary. It doesn't seem unreasonable for someone to want to wait 60 more seconds if they are going to spend the next 25- 50 minutes bound to where that queue places them.
