Could someone clarify the I spy patch to teleport for me

Does this patch include vision on tp for wards? For instance having a ward over the wall in jungle would that pick up and show a tp to Bush in river? Or is it strictly based on champion, creep, and tower vision. I understand the reasoning behind the changes to an extent, but part of proper ward control is deciding where a flank could and would happen and being prepared for it. If you can just place a ward anywhere and it will pick up a tp in a bush, it just to me seems to be rewarding risky/lazy warding and over aggressive plays. Let alone the fact that tp channel now is a second longer. It's almost as if riot is trying to make tp ganks/assistance a thing of the past.
