Kindred Ult on Aram

I played a game of ARAM tonight as Kindred and something occurred to me. Kindred's Ult when finished heals a certain amount of health to all living things within the circle. However on ARAM there's a passive that reduces healing on allies, does this mean that if the circle is down and an ally and an enemy are in there, the enemy will receive more healing than your ally?

I believe it balances out. Considering that all healing in data language is from an ally point. I don't think Riot would make it where an enemy healed you there for you gained more because the enemy team has the same debuff.

Woah I wonder if kindred can trigger windspeaker or item 3174 and other item 3114 upgrades on enemy's

According to the wiki, HA applies a reduction to all outgoing heals, meaning any time you heal anyone but yourself, the healing is reduced.
