This is a decent disincentivisation for Akali picking it up. The only mana item she gets is Lich bane, and only because it's passive definitely makes up for it on her, and the bonus MS and CDR is also strong.

UNIQUE Passive: ...gain 30% attack speed ... (30 second cooldown).

Those are also pretty useless for Akali, and probably Nida, Kassadin, and Darius. And the 30 second cooldown makes it a waste on Teemo and Kog'maw, who primarily use their ults for waveclear. Probably hampers Udyr, Nida, and Jayce, as well. And the requirement to ult first means it's useless for Quinn, and probably hurts its usability a bit on Nida...
