A few reworks and champion releases later cass is still the only champion with this unique type of cc. I wonder if riot dislikes the effect or they want to keep the effect just on cass?

YuGiHo1 votesIm not really talking about cass here, its the cc she has. if introduced into another champions kit it can have a completely different effect. Also the counter play to what your referencing is 
and the swiftness mastery in the resolve tree, they exist just most people refuse to deviate form their build for any reason.
Canastus1 votesIf they put the effect on anyone else besides her, she'd become obsolete as a champion since she'd lose out on the only niché she got. Why would anyone want to pick a short ranged squishy immobile mage if you can pick anyone else with the same kind of cc? That's the issue here.
