The whole concept of true damage is ridiculous, I don't care about his "lack of mobility" as some claim, give him a stun if it's such a big issue, but remove his true damage. No champion should be able to do damage that you can't build gear to counter, or lessen to some extent. As it stands Darius can completely kill many times over anyone whos hp is even remotely low in one hit. That's not balance.
the counter to true damage is to build HP stop being bad and learn to play against Darius

His 'true damage' is only ~600 at max stacks late game, which is less than you'll be taking per auto from an ADC
Darius lacks engage and AoE CC that other tanky champs have
he has a pull with a quite long range (almost as teemo's aa range iirc)

Lol i cant wait to read the post you make about Vayne when you see her True Damage... If im remembering correctly i believe it does 60 +8% of their maximum life in True Damage? Correct me if im wrong. Which seems to counter the counter of building health lol but not really although Vayne is f*cking strong...

)
The more HP u have, the less of a chunk flat True damage does to you. Darius isn't one for building BotRK, nor has any % of HP damage in his Kit.
Darius requires stacks built to make for an ideal ult Darius' damage falls off late Darius doesn't make a great tank Darius is immobile as they come Darius lacks engage and AoE CC that other tanky champs have
His trade-off is high damage ratios and the ability to bully lanes early on.
