just like in the title, i am struggling to counter in any way a said tahm kench / trundle / any other tank that is played by not mentally disabled person . Tank meta is such a pain in t ass. It would be very good if riot focused more on team play rather than having in team two bulldozer tanks that scale 300 armour 200 mr and 4k health + does damage like decent full build udyr......

Alternatively, play an ADC that is better at killing tanks, since Jhin by design sucks balls at it relative to others in his role.
It's tough as Jhin, since he can't really make use of 
due to his slow attack speed.
Against a lot of tanks, I recommend building 
as a 3rd or 4th item. The build should look something like 
The added armor pen really helps against beefy targets, and you need that Zeal upgrade (instead of double IE or IE+ER) so you can kite those tanks with your passive movement speed.
Don't buy Essence Reaver and don't buy whatever that Warhammer was supposed to turn into.
tends to be my go to solution as a 2nd/3rd item vs tank heavy teams. You lose some Raw damage via delaying crits or lethality but typicaly the shield and the high HP you sustain allows you to not get zoned as badly by tanks.
Ideally your gonna keep range on any melee champions using passive + W E. Building a shield prior to having to duel squishy targets is not bad thou your gonna be relying on teammates to pick up some slack in damage.
Jhin in general isn't really designed to fight tanks, so its going to be more difficult to kill them as him regardless of what you're doing, but here you go;
or 
& boots. Could also take instead of the second IE for the ghosting.
For runes, go either Fleet Footwork with Overheal, Bloodline, and Coup De Grace or Electrocute with Taste Of Blood, Eyeball Collection, and Ravenous Hunter. Secondary Runes what whatever, I personally take Biscuit Delivery and Cosmic Insight. Ad-ons are attack speed, adaptive force, and armor.
Would recommend watching I Keep It Taco though, since we normally do what he does in terms of build and such.
