I have been Leona main for quite some time now, and see that she is either banned or picked before I can pick her especially in ranked mode.
I want either another tanky champ in case Leona gets banned, or a champion who will counter Leona hard but WON'T likely to get banned
Wanna counter leo go morg. If you want another tanky support with lots of utility you can go jarman.
Pretty much any tank support is good right now. So you can go with one of them. They get banned sometimes, especially Alistar .

Mindset: You want to poke her ADC out from a safe distance or be able to counter her engages. The easiest way to do this is to CC her partner when she hard engages on an ADC. If they cant follow her initiate with big boy damage, you can turn it around. If she engages on YOU, then you've lost. Play safe and save your ADC by blowing hers out when she jumps on your ADC.) As for poke strategy, she genuinely lacks the sustain to keep herself or her ADC in lane against strong poke. Once her or her partners health drops under half, hard engaging becomes VERY scary for her.
I haven't looked at winrate against or any statistic at all, but I'm pretty sure TK hard counters Leona.
Lulu, Tahm Kench, and Morgana are the best Leona counters.
Nautilus, Braum, and Thresh are tank supports you could try.
