You won't see updated info while the system is down but once it comes back up, it will update and it will show that you have won/lost the correct amount of LP

Well Id say yes yo ucan win LP, cuz if not ranked would be unavailable, but im in Promos right now. I wanna know if its worth playing.

It says the Leagues system is unavailable, not ranked. Thats why im asking, the warning is a blue exlamation, which means is not so bad. Generally when Ranked is off limits its a Yellow or Red exclamation. Therefore I suppose Leagues system is different to Ranked system, since if not, ranked would be off limits rather than the Leagues. Thats why im unaware if i can be granted a promo win.

I'm not online at the moment but I do have my league friends app open and I see people are still playing ranked. Therefore, you can still play ranked but since the system is down, it just won't populate match results right away. There is going to be a delay while the system is down. Once the system is up, it will refresh and show your up-to-date match/LP results. So if you win your promos, it will still go through but it won't show you until Riot's maintenance is completed and the system is back up.
