Not since Riot last beat him with the nerf bat he isn't.

He's very strong. He has a fairly long-range point-and-click gap closer, a stun (paired with an extended period of AA dodge), true damage and an AS steroid which is coupled with a significant increase to his armor and MR (his ult).

With a mechanically skilled player, he can seem pretty unbeatable. He is, however, limited by the fact that he is melee and has to hit you with multiple melee attacks to proc his true damage - this means he is susceptible to kiting. He more than makes up for that, though, with his gap closer which then stuns you allowing him to beat you to death with little effort.

If he wants to dive you after level 6, he can just throw up his ult which dramatically increases his survivability.

He's also limited by the fact that his damage is entirely gold dependent, and his laning phase is lackluster.

No. Jax wasn't OP even when he was a 100% ban this season, he is just a hyper carry and for a while the champions in the top meta weren't effective at stopping him from getting big. Jax late game isn't any worse than a Ryze, Kayle, Nasus or any other strong scaling enemy. The nerfs have lowered his early and mid power so there is no way you can consider him OP.

I mean sure, if you give him free kills in lane like my last game he's terrifying, but you can blame the stupidly over aggressive silver Rumble and the bot lane overstaying and giving me a free double and an assist in under ten min. Any champion 6-0-6 at 15 min is terrifying...

As someone who has been playing Jax since early s3 I specifically tell my team not to ban him. If I get him: great. If not: no big deal. I'm always confident in my ability to beat champs I play. Renekton when he was in every game, Riven pre-nerf, Jax, all easy to beat if you know how to play against them.

Another good example is Akali, I think it's hilarious they nerfed her again because of solo queue low MMR crying. She was balanced before all the nerfs last season and now she's trash. She's just a snowball assassin you can't run from, play properly in the first place and she is completely worthless, play stupidly and you're screwed...just like Katarina.

In the previous split pushing meta he is like the current Tristana, a bit weak early game, meh mid game and broken late game, Right now he is kind of trash all the way except late late game.

jax is not op but he is pesky to counter the only real item that counters jax is frozen heart and not everyone can buy it, thats the only real problem (lack of counterplay, you cant always counterbuild him, you cant dodge his stuff without flash, so riot gutted him a little)

only if u let him

He works well against certain character, anything but op though. Auro attack modifiers will go through his E which lead to a situation where the supposed to be carry killer gets hardcountered by Vayne who not only knocks him back mid jump but also ignores his dodge.
