Does Twin Shadow's shadows need a buff?

The item has two uses for ap carries and supports as far as I see. One is to get a little info on who is around, this is good if you are split pushing and the slow helps you escape (although it can tell them exactly where you are). The second use is to use the shadows to chase someone down while they are running, but the shadows don't last very long and are barely faster than most champions with T2 boots. They also only slow for 2.5 seconds. Both of these uses are really situational and not worth an item slot imo given that you are losing out on other stats, and usually some ap. If the shadows were buffed a bit I could see myself picking this up over Rylais on some champions. As it stands I would rather get a Rylais even on supports with a budget (it costs ~500 more). Honestly I'm not even sure who the item is aimed at, it is one of the cheapest high ap items sure but isn't really that useful for supports (who prefer other ways of peeling imo).

Am I just using it badly, what do you all think?
