Idea for new system that Runes could implement.

I was thinking that maybe Riot could make a system that implemented a new passive based on the major components of your Rune page. Like say you only have Armor, Magic Resist and Movement speed in a rune page it would give you like a tenacity passive. I was just thinking about it the other night and was thinking about the amount of new ways to play it would implement if it became a thing. The best thing about implementing something like this is that the possibilities would/could be endless in the amount of passives added. Obviously they couldn't be HUGE passives but hey it could just give you some sort of edge over someone running a different passive. This would also allow Riot to add more Runes to the game to make new combos for new passives.

Its a novel idea, and sounds fun. However, all this would do is encourage certain sets of rune pages and discourage individual thought and creativity. Because why would anyone run 1 crit rune on an adc if 1 more damage or armor pen rune would give them a bonus of some sort? I totally get the idea, its like an armor set in an rpg where if you collect all the matching armor you get some bonus...its neat but it would have a more negative effect than you care to admit.
