Comment's still there as a couple of other people have pointed out, it's been downvoted enough you'll need to click to expand it though.
In case it's unclear the changes aren't necessarily 'permanent' but they are what's going into patch 5.4. Locked in this context means we've reached the patch deadline and can no longer make changes to content going out in it. We're confident enough in this direction for Veigar that we think it's appropriate to put the changes out, assess how he performs and then adjust as appropriate in following patches.
Props to meddler, guys. He posted in this environment where the general tone was anti-riot. He cares about the community. Also posting at 1:15am on Sunday morning pacific time. We may not think the veigar changes are right in their current state, but let's give them the opportunity to take the course of action they see fit. But... .75 seconds is a long time :)

... If it had over 75 downvotes, obviously the community didn't agree and it wasn't worth keeping on the boards.
