Skarner should be a Juggernaut
I'm writing this because I've recently found that Riot, so soon after the Juggernaut update, no longer consider Skarner a Juggernaut, instead placing him in the 'Vanguard' category as specifically a tank. I want to challenge that notion because I feel like Juggernaut is the perfect fit for Skarner - someone who is kitable, tanky, and deals a lot of damage if he reaches you.

I have a few points I want to make on this.
So, firstly, as someone who's loved Skarner ever since his first iteration, Juggernaut was always sort of his playstyle. He needed to be kited, always. The main point of strength, though, was when Skarner first got to you. Once he's there, he's there, and it takes a lot to peel him off once he's there. In his past states, Skarner has always been a very potent duelist; if you ran into Skarner, and just tried to get into a 1v1 brawl with him, he'd probably win once repeated Crystal Slashes and Sheen procs set in. He'd out tank you and kill you with overwhelming sustained damage.
Recently, Riot came out and spoke about Shyvana as a Juggernaut. For her ultimate, they resolved that she gets to ignore the main weakness of being a Juggernaut on the cast of her ultimate. That's great - it helps make Shyvana, Shyvana. I think they should think of Skarner in a similar fashion.
Skarner is kitable, tanky, and does a lot of damage. But he needs to reach you to apply that damage. His AA's and Crystal Slash are all very short range. Crystalline Exoskeleton is his only gap closer in that regard, outside of flash. Once he is on, though, he's very difficult to rip off of someone. That's the rub. Skarner is very kitable before he gets to you. The game should be 'kite and break the shield.' If his shield breaks, he's likely kited for good. If you don't break it, and he gets to maintain the boosted movement speed, he'll reach you and never get off. In exchange, his TTK is a bit lower than other Juggernauts; Darius and Mordekaiser will burst you down really quick, but Skarner is much harder to get away from.
I know they're going to rework Skarner again. They said it not long after the Juggernaut update. I just don't want them to get confused as to what people who play Skarner enjoyed him for, and why they played him. He's a tanky, kitable duelist who does lots of sustained damage. I don't want him to be changed to an engage-focused tank that doesn't deal a lot of damage. When he gets reworked again, I feel Juggernaut is still the right target to aim for.
