Please fix singed

TLDW; Singed is no longer fun to play, has been getting progressively worse throughout recent seasons, If you want to actually help your team you have to go full tank and not ap bruiser which is what he is supposed to be, The whole "don't chase me" aspect about singed is gone because he does no damage, and if you want a half decent keystone on him you have to spec into the offensive tree for deathfire which isn't optimal at all.
