Production of skins take like 9-6 months so when they started Lucian was fine winrate wise if i recall correctly, also I believe they try not to let champion winrate get in the way. And as for the recent SKT Azir skin, Riot didn't choose to make that, every year the Wolrd Championship winners get to chose some Champions to get skins based around their team, so most likely the upcoming Azir skin was decided before SKT made their decision for who gets their skins.
