why level his W at all if it doesn't scale in ANYTHING, please change this and let it scale again

Meep Man2 votesIt turns out it's a patch notes error. The change is the other way around and it now scales down from 9-5 seconds based on Rank. It's current cool down is 8 seconds at all ranks.
