They took off the free Bonus AD he gets from his W and his new Ult mechanic works like Garen's Villain you can only get the permanent AD off the strongest enemy. So just make sure that your Fizz is fed as hell and he won't even get good AD off of him IF he can kill him. They are making him a very Feast of Famine champion.

Not to mention the New Support items are great for assassin counter play. Redirecting damage from your ADC or Healing them WHILE YOU ARE DEAD seems pretty good (just think about it even when your support positions poorly and dies they can still send a mini soraka ult your way).

Actually he gets the highest AD buff, not the buff from the "strongest buff" so the weak adc with 200 AD will give more than the fed fizz with 100. As such he will get AD based off the ADC (assuming he killed both)
