I think the real problem here is that his design is pretty generic, it looks really solid and has a good silhouette (looks a little like wukong) but the design itself is overwhelmingly generic.

Ekko would fit RIGHT IN as a DLC character for Borderlands 2

Yeah I still see more of the cell shaded art style of Borderlands than anything else in him. Rito is known to reference a lot of other games/stories/ideas with their character concepts so it doesn't surprise me. Ekko still is very unique but he draws on a lot of cool nostalgic references to make him even better.
