Why can't runes be like masteries?

You could earn rune slots per level and you could automatically have all the runes/rune pages you want (or maybe we could still buy rune pages I don't really care about this as much as the main idea). Why not? Runes cost a bunch of our ip and it's really annoying when you don't have the runes to play a champion in ranked. Thoughts?
