Disagree. I think Leblanc is fairly balanced currently; I don't generally have issues against her as long as I'm careful and fully understand her kit. Also, she's one of the few champs I time cool downs on.

Play Cho'Gath. Laugh hysterically as she can do nothing to you. When she dashes just drop your q on her little return marker and watch as she dies.
This may just be me, but zone master Viktor seems to work well for me against LB's and I'm in silver as well. The Powerful zoning tools in his kit make her suffer to get any early farm, and do extreme damage if your are same level, or even a tiny bit ahead, with good CD on his Q and E (more Q than E). Thats just from the games I see him though.

Leblanc has issues when she can't get ahead early, her weak AoE spells make lane clearing near impossible, and because its also her mobility spell she becomes vulnerable to ganks should she use it. Shove HARD early and harass her to the point where she can't go in on you because you'll kill her in a single spell. I used to main her when she had her silence (still use her just not as often) and it is a nightmare playing vs a strong zoning champion with consistent harass like Ziggs or Xerath. I would have to spend most of the time under tower trying to get CS as best as I could while dodging death lasers and bombs galore. Meaning I was really behind to the point where a burst combo wouldn't kill, and their bot played safe enough that I couldn't get a good gank off putting me even more behind their mid. Leblanc is a feast or famine champion, either she gets really fed and becomes a nightmare able to erase one target from your team, or she becomes useless late game able to only provide marginal damage and a blockable root/slow
No offense but judging by the number of games you've played it doesn't look like you've played more than a year play more games and you will know how to deal with LB easily... it's really easy for ppl to think certain champ is OP or unbeatable when you have very little experience in the match up or just the game overall...
play more normal games or watch streams on Twitch before attempting more ranked games~ it helps a lot
Her zoning is too high and damage is too high - both damage and mobility range need to go down
Quick run down on more balanced numbers: Q: - damage on both portions reduced to 50-130(+35%AP) from 55-155(+40%AP); range lowered to 650 from 700 (point and click ability, 700 is too much here); mimic Q range down too W: - Dash range reduced to 500 from 600 (this doubles with mimic Distortion remember); AoE range reduced to 200 from 250 (forces Leblanc to commit for kills harder for better counter play to fight back) [changes affect mimic W too] E: - Damage lowered to 40-120(+40%AP) from 40-140(+50%AP); tether range now only extends 150 units before breaking from being 1000 units from Leblanc (aka you can now Flash away from Leblanc where as currently you cannot to break the Tether) [tether change affects mimic E]
R: - Both damages for Q and E Mimics reduced to 100/175/250(+60%AP) from 100/200/300(+65%AP) [this damage doubles up remember]; W damage reduced to 150/225/300(+100%AP) from 150/300/450(+97.5%AP)

be careful early, then roam. you should be able to outplay them. or have jungle camp lane, get them mad. It works
