Why do Takedown, Pounce, Swipe; Venomous Bite, Skittering Frenzy, Rappel; etc not count as spell casts?

It was because they cost no mana. Taking a wild guess here given Riot's latest balance changes, at some point in Tear's history it had no "up to 3 times per 12 seconds" meaning Nid/Elise could stack it like mad.
