Zz'Rot portal is becoming a bit of a problem, almost every 
in my games builds it and they are so annoying and hard to deal with because he usually surrounds the portal with his turrets and u have to kill them before u can kill the portal, Zz'rot gives way too much defensive stats to players who want to play passive in lane.

You do realize that passive laners who build this item will inadvertantly push the lane up, leaving them open to ganks, right?

Except they're still missing out on farm, and now they're sucking EXP from anyone else they go to "help" essentially giving you a free farm lane.

It does not seem to matter to them, they just place a portal somewhere after the laning phase is over and go push other lanes

So? Kill it. It dies in 5 hits. That's how many hits it takes to kill a Pink Ward. If you can kill a pink ward, you can kill a ZZ'Rot portal

But you just said they leave lane to go elsewhere after dropping a portal! What stats are YOU having to deal with? Also, it only gives Armor and MR, it doesn't give health, and it doesn't give AP or AD. It's stats aren't efficient on someone who doesn't stack health

It gives u bonus ms being near Turrets, and you are already hard to kill in the first place

is retarded, remember his turrets HP also depend on his AP, he needs to build 100% damage items to be able to do shit, and he falls off really fast in mid and late game, if he waste any kind of advantage by building a non damage item like zz, he will fall off harder and faster.
