Kleptomancy - Rework Idea
The Idea:
Klepto should be less effective when hitting champions who have less gold than you and more effective when hitting champions who have more gold than you.
Why:
Currently Kleptomancy is a "Win more" rune used by champions that already feel very safe. This is good for ranged toplaners and champions like Ezreal.
The downside to this is that it makes entire classes of champions feel miserable - mainly toplane tanks and melee supports. Even if these champions gain an advantage in lane zoning enemies off CS feels futile as the enemy can just farm gold from Klepto.
I would like to see a change to Kleptomancy that would make it more true to its namesake, allow a catchup mechanic and give some room for champions that otherwise become kleptomancy "pinatas".
How:
Kleptomancy should retain it's 5-gold effect. What should change is how often it gives greater rewards (items, bags of gold etc). If the gold is even we could maintain current ratios. If you hit a rich enemy you would be able to "steal" more and if you hit a poor enemy you would be able to steal less. The scaling of this bonus should obviously be tested by the general concept I think is promising.
