It was recently brought up in another thread I made that cloud drakes might be useful. Lets investigate:

To move the sidelane you need to cross about 8100 units. To move to midlane you need around 6500 units.

First, lets assume the most favourable scenario: You have 325 base movement speed. With the wind Dragon you have 340 movement speed.

Therefore it takes 20 seconds for midlane and 25 for sidelane. This means a single wind dragon saves you 0.89 of a second when you move to the midlane and 1.1 of a second moving to the sidelane.

A normal scenario: You have 340 movement speed, 45 from boots. You also have an item that increases your movement speed by 5%. Without dragon: 404 movement speed. 16 seconds to get to midlane. 20 seconds to get to sidelane. With the dragon: 420 movement speed. 15.5 seconds to get to midlane. 19.3 seconds to get to sidelane.

You are considered "out of combat" if you did not deal or receive damage in the last 5 seconds. The wind dragon is useless when splitpushing since you are in combat with minions and for junglers since you are in combat with the camps - the out of combat buff doesn't kick in before you start another camp.

Conclusion: The wind dragon saves you between 0.5 and 1.1 of a second each time you move to lane. It's useless in nearly every other scenario.

That .5-1.1 sec may be worthwhile when roaming for ganks.

League is all about tiny percentages. Expose Weakness gives your team 3% more damage against a target. If you hit them with 500 damage that's 15 extra damage, less than a minion's basic attack. Even with the rest of your team all magically doing 500 damage each that only makes for 60 extra damage. Meditation gives 1.5% of your missing mana back every 5 seconds, another negligible amount on all but those stacking it and even then it isn't a lot. Do I think this dragon is worthwhile? No, I'm just saying that it isn't unusual when almost all other things outside of items are about small bonuses.

An ally being one second late to a fight has massive implications. And what if there's a fat wave bot lane that someone needs to clear? They save time there, they save time back, so you save double your estimated values.

And you haven't at all mentioned chasing and fleeing after team fights.

Can we also bring up the fact that because of diminishing returns on move speed, it doesn't even give the 15 it states if you're above like 400?

Actually the most favorable situation (and one of the reasons Cloud Drakes help so much) is when you're playing a jungler that has a % ms amp that they use to gank (Hecarim's Devastating Charge, Rammus's Power Ball, Master Yi's Highlander, Rengar's Thrill of the Hunt, Shyvana's Burnout, and the Scuttle Shrine on every champion).

Plus, you're only accounting for one Cloud Drake. 15 MS may seem weak but 45 is amazing.

But if the game lasts until 35+ minutes and you get the Elder Dragon, that increases to 0.75 - 1.65 seconds!
