A question involving mastery levels

I'm sure this has been asked a thousand times, so I apologize for creating another thread when there is probably a mountain of them pertaining to this. Why is it that a rank of S- will not drop a mastery token? I've been wondering this for a while actually, as I like to try to get mastery levels on all champs to better improve my knowledge of the game and of champions, and I've encountered it frequently when I manage to only get a S- when trying to get LV7 and it will not drop the shards. I'm assuming, obviously, within the threshold in between 6-7 only S or S+ drops the tokens. I'm just curious as to why this was implemented if there is a reasoning at all? I guess, if I had to assume, that in Riot's mind a S or S+ ranking is to prove an actual mastery over it or something along those lines.

If anyone could answer me if Riot has given a reason for why S- tokens do not accumulate the tokens I'd appreciate it. Thanks in advance. [slayer-jinx-catface]

mastery levels are only a cosmetic addition to the game, they don't mean anything

Let's say S- did grant them. Would you accept then changing A+ to grant them? If not, what's the difference between the difference between an S and an S- and the difference between an S- and an A+?
