I agree that he isn't OP, but he is a bit too strong right now against too many other mids. You have to counter pick him or else "you're
gunna have a bad time". That decreases champion diversity, which is Riot's stated goal this season.
While he does have a resource so he can't just constantly spam abilities, there really is little resource management needed by whoever plays him. I wish he was mana gated instead. He could still spam when desired, but would have to make a choice if it's worth spamming now or holding on to that mana for an all-in. Another thought: Why does talon have mana and zed have energy? I don't understand what justifies talon have mana (and considerable mana issues early game unless he manages it well) and zed having energy.
And yes, his passive working on minions is too strong. He's AD and shouldn't have any trouble last hitting already. It's unnecessary.
AD champs in general are still fairly broken. This is a factor of the AD itemization changes, champ changes, masteries being very broken (Thunderlords is just way too strong on almost everyone), armor being nerfed and armor pen being buffed, and AP items being too expensive. As bad as it is, it's not that far off from where things should be to have real champion diversity. They just need some targeted nerfs and/or buffs to bring things to a better balance without having so many 4/5 and 5/5 AD-based teams stomping.

. XD But seriously...that thing still needs nerfs. Too many champs can get a little ahead and rush that item, and their damage output is just way too much for anybody to deal with anymore.
