Have Riot even ever considered increasing the number of bans?

We got a lot ( A LOT) of champions. Personally I have no problem with the number of champions increasing, it is one of the most exciting and enjoyable concepts in this game. However, in ranked and draft queue one gets exceedingly tired of seeing the same 10 champions over and over again. With the diversed and rich cast of characters there would be no problem to create teams of the remaining 110 champions.

I would seriously like more bans, atleast five per team, in ranked and draft queue. I know that Riot has stated that this would cause a problem for people with very few champions.

Well, maybe you shouldn't get to join ranked queue at only 16 champions. It is not difficult to play a few games and then buy one of the 450 cost champions. With all the 450 champions you are up in 12 champions already and then it shouldn't be too difficult to get a few more. Besides you want to practice a lot if you want to get anywhere in ranked queue, and if you don't have the time to play that much then why should play ranked at all?

Another problem people have stated with increased bans is that it would take longer to select champions. Well that could easily be solved by either reducing the time that the team captain have to choose bans or give them two or more bans at the time.

Please Riot consider this further!

To answer the question in your title:

Yes, they have. They decided against it, and have continuously done so up to this point.

I feel like 5 is a good number. However, if they do increase it I think it would be a good idea to take it slow, and increase the # of bans to 4.
