Experience Runes

Why don't experience runes have even a niche following. Whenever you watch streamers all they talk about are there level power spikes or getting level 3 before the enemy and how leveling is everything early game. Are they really that terrible to where they're not even viable? I never see them run anywhere. Or just in the jungle to level faster? Supports maybe?

2% (iirc that's what a quint gives) is just too little. It's one minion out of 50, the time window to use that extra level is very short, so combat stats runes are better I think. If it was, say, 5%, it'd be a different story.

As for junglers, if you're an AA jungler, would you rather have +2% experience, OR +4.5% attack speed, which probably helps you get experience more than 2% faster AND helps you get gold AND gives you raw combat stats if you should decide to gank. There is similar comparison for non-AA junglers, I just can't be bothered to do the numbers: +2% experience is just too inefficient, by far, compared to alternatives.

Imagine a game that took 40 minutes to play: 40 min x 60 sec/min = 2400 seconds 2400 seconds x 0.02 = 48 seconds

So if it took the whole 40 minutes to level up, then the runes will make you reach max level (18) a whopping 48 seconds earlier in a 40 minute game.

TLDR: Not worth.

only 60% of runes are good other 40% are kinda trash. Runes are not balanced to all be equally good.

They are far too terrible to run anywhere. The amount of exp won't get you to level three more than one minion early, if that, and that's close to the normal variance you can get from moving during laning already. Versus something like lifesteal, or MS, or flat health, which can actively influence who lives and who dies, they don't even compare.
