Does Rapid Firecannon need a buff?

Rapid Firecannon seemes to be pretty useless right now. It's supposed to deal massive energized damage to a single target. Stattik shiv not only outdamages it, by being able to crit, but it also can hit 5 targets at once. The flat out stats are also shit as Phantom Dancer gives 50 percent better attack speed and nearly double the movement speed and the passive is a lot more helpful. Does anyone else think Rapid Firecannon is completely outclassed?

PS Rapid Firecannon's Gold efficiency: 2147 gold, passive has to be worth at least 373 gold. (Probably worth as the extra range and the proc can be helpful. Still not as worth as the other two items.) Stattik Shiv's Gold efficiency: 2272 gold, passive has to be worth at least 327 gold. (Easily gold efficient as the passive can crit on 5 targets.) Phantom Dancer: 2522, BOTH passives have to be worth at least 28 gold. (Far more gold efficient than any of the other 2 items due to the extra stats, the defensive passive, and the extra movement speed.)
