Not a rant but a serious question about why some champs are still around.(would love riots view.

I have been on a kick recently about the balance of the champs and the balance of the item system. This being said It seems like many of the out of meta champs are really not cared about which is why i have been making so many post about this. I get they don't want to waste time fixing a champ that has a 2% pick rate but i mean there has to be a reason why that champ is at 2% right? Just like why lee sin is at a 37% rate.

I know personally i like playing off meta champs cause it seems some of them are not far off the wayside and are still rather good but take vladimir for example he was reworked in s6 his kit feels awful but yet nothing followed really after the rework so he has kinda hung in limbo along with many other champs one in general named mordekaiser. I know some things are going to get addressed now that rylais got a nerf but i mean really how much will this help them? Or will it even happen? I mean i can go on with a list of champs that need some real help but i that is a book.

So the real question is will anything change? I know many champs have been waiting years to be reworked or even looked at(like warwick). I honestly feel and i can't speak for everyone that maybe we need to have new champs slowed down and fix/rework the ones that need it or at least put more effort into this. I would really love to know where riot stands on this. I kinda get tired of the meta champs always getting the up and down treatment and the b team ones as well while the c&d team kinda is just swept under the rug.

I understand full reworks is like building a new champ so i know this is not a easy task. I can't lie that i am kinda starting to hit that point of losing interest in playing while i love the game many of the champs i like are falling in to disrepair so to speak.Then others i want/use get weird things done to them or changed so much that i worry about using them or buying them as they won't be what they were (like kog'maw).

TL;DR when will the champs we have now be cared for instead of being forgotten on the road.
