Surrender Voting (and a proposition to make it more useful in bad matches)

Just a heads-up, there's four paragraphs of context to this post, so if you just want to see the proposition, you're not going to see it with a mouseover. Sorry.

So, very recently (one could even view my match history and, as of right now, it would be the most recent match) - I had a bad game. The enemy team was much more coordinated and skilled than my team, and myself and our top laner came to a quick consensus that the match was a flop, and better off surrendered. He and I came to this understanding at ten minutes in.

However, lo and behold, duo queues seem to be synonymous with grief, and every time we brought up a surrender vote, two people would vote "no". The enemy team was crushing us, and our mid and adc - both Duo-Queued, as I found out seeing a club tag in the post-game screen - were intentionally voting no on the surrender vote to drag the match out as long as possible and ruin the game for everyone else.

I absolutely loathe having to suffer through bad matches just because two people know they can screw their team over because of the fact that 3/2 =/= majority vote. And this absolutely pains me, because I love playing League of Legends - I really want to play much more often, but one of the things holding me back is that I know that 80% of the time, Surrender Votes are useless little UI prompts that nobody's going to unanimously agree on, regardless of the situation, and I'm gonna be stuck with obsessively long matches in favor of the enemy team, and be completely burnt out of my desire to play for hours afterwards.

And I'm sure a fair amount of people can agree that they'd have cases where they want to surrender because they don't want to wait for the enemy team to hop out of Jungle and make that last push to break the Nexus turrets - but the UI pops up and - red, green, green...red. Always at that last, indisputable point where the match is very clearly lost, the enemy team has the gold advantage, all of your lane turrets, and at least 20~something kills over your team, but no option to Surrender because of two masochists who love dragging out losses.

My suggestion is this: Implement a Surrender Vote subsystem or whatever is necessary to lessen the prerequisite number of "yes" votes for matches where the opposition is clearly curbstomping you.

There's even further spins on the possibility, like making Surrender votes requiring 4 players available earlier (say ~17:30 gametime) and making 3-man Surrenders available a tad later on (~22:00-something) - but that's a bit overly technical, so let me just ignore other possibilities and talk about what I'm proposing:

As it stands right now, the Surrender option is only available at 20:00 Gametime, which is totally fair. Even when it's "decided" as early as ~10 minutes in like in the context above, there's always the odd chance that players can bounce back, but also at the moment, the input needed to surrender a match and move on is needlessly high, being only votable at 20:00, and requiring 4/5 players to pass, ever. This makes it all too easy for two people alone - especially in the cases of duo-queues - to just grief their teammates and drag out a match well beyond the point of no return.

And, I know it may take a small while (maybe 2-3 patches ahead) to develop and iterate the extra code for the Surrender Vote system to do this, but it would be amazing to see Surrender votes actually matter when a match's outcome is crystal clear. I don't have any solid suggestions for what the prerequisites would be for a 3-man Surrender vote, barring one:

At 20:00 Gametime, Players can start a Surrender Vote. Under normal circumstances, the same rules apply - (requiring four players to surrender) - but, in the case of the enemy team having roughly over %200 of your team's kills and turret takedowns, the prerequisite to surrender is lowered to three "yes" votes.

In the short term, I still wouldn't see Surrender Votes being widely used, but in the long term, I'd see them being used to correct whopping failures that everyone just knows are going down hard. Making it so that you can have an easier time surrendering when your opponents have you much farther pushed in and much farther outclassed would make a lot of matches that would be needlessly long actually be easier to get out of so that players can move onto the next one and, actually maybe have some fun that match.

In conclusion: I can understand that what I'm proposing is rough, unrefined, and probably on the lower-end of Riot's to-do list, but I can still throw this out in the hope that something can be done to improve player experience in matches that make it all-too-easy to distance oneself from the game. If anyone has any thoughts, critiques, or ideas on how to improve this idea and/or take it further, I would be glad to hear them.
