When will Riot finally make Flash an automatically included spell, like Recall?

They won't, and Ghostcrawler mentioned it (again) in his Q&A.

I think it's more likely that flash becomes weakened in some way or other summoners become stronger, rather than being made automatic.

Weaker could be anything from a short slow after cast, a longer cooldown, reduced damage dealt or increased damage taken after cast, etc...

Others stronger could be anything from reduced cooldowns, to generally stronger effects, to outright new summoners or combination summoners.

Flash has a place in the game, but there are still situations in which it's favorable to take 2 alternative summoners.
