Jhin's W Passive (both teams should have his mark visible to both teams)

We all know that Jhin's passive on his W marks enemy champions. But when you dont have the Jhin on your team, and all of a sudden your rooted. it seems unfair not to have some tell to know that you are marked.

I also understand that if this were put on, then it would mean that we would know when his W is up.

To solve this issue, replace the passive to where it is up every time it can be triggered and not have it limited to only when his W is up or almost up.

I think the issue with the opposing team being able to see the mark is it provides some not necessarily relevant clutter to champs fighting mid/top even during early game when jhin is clearly out of range in bot lane. (and certainly making it only appear when he was in range would give away his approach).
