You should not be able to play ranked until you've played at least 30 norms for the season

Just had this ekko in ranked on my team who's last game was a whole year ago. He played less than 10 games that year in 2018. Then more games in 2017...He literally doesn't even have a rank.

Needless to say, he sat in lane 1vs1-ing the minions the entire game while fizz roamed and went 15/0.
