Why doesn't Exhaust stop Recall?

I know it doesn't deal damage, but you'd think at least the initial application of Exhaust would stop a recall.

I feel like it should slow it down because they have less power to channel the recall. by like 40% or 60%(edit why did I get downvoted same with the comment below me)

Recalling is like going to bed. If you feel exhausted you'll just fall asleep faster.

What part of this is getting downvoted? When another player applies an effect to you, it should stop channeling recall. It makes sense that Exhaust should work that way.
