So what does Ornn's passive actually do? What was that passive preview?

That is the least descriptive, worst passive display i have ever seen from this game. So what does Ornn's passive do? I understand he is locked into an animation when purchasing items away from base, but that's besides the point.

What the hell does the second portion of his passive do? Could we have some clarity on that, please? This passive supposedly upgrades pre-existing items (or lets allies buy an upgrade, anyway) - which could potentially be DEVASTATING to game balance. So could we get some information on what this actually is? Can they buy items that do stuff like increase movement speed by 5 points? 15? Just to what degree would these upgrades affect gameplay and performance?

He crafted a item 3751 or item 3068 in the preview so its not a bad one.. its hard to see tho.

Honestly, it doesnt matter. This passive alone puts the champion in a state where he only knows 2 situations: Gamebreaking OP or Trollpick level weak.

Reds have said that the second portion of his Innate allows champions on his team to spend gold to make items on a preexisting list better. The improvements are limited to stat increases, and making passive and active abilities better, but will never add new abilities. As to what items will be upgradable, we do not yet know.
