Maybe it's time to rework cho'gath rather than nerf him
As someone who's played a lot of cho'gath I think hitting his silence will have a very big impact on his already limited viability. The simplistic nature of his kit actually makes his silence one of the most critical parts. He fulfills a very narrow niche and while he can fill other roles, there are often better champions for the job.
He is an anti-caster AP/health off-tank. If you nerf his silence he becomes less reliable at dealing with casters. As a AP/health off-tank, there are champions such as
that fulfill the role much better. Why? Because his knock-up is difficult to land and his ult (while very powerful) doesn't make up for the utility or reliability other champions bring to a teamfight. Why should I pick cho'gath over these other champions?
I genuinely think that if Riot believes his silence to be toxic then it is time to consider a full rework. I personally have no issues with his kit in it's current state but I feel that a rework will leave him in a much healthier state than nerfing his already limited kit. Sure, it can be obnoxious for a lot of champions, but he fulfills very niche roles and has a lot of counterplay in his kit around high cooldowns,, and some of the worst mobility in the game.
Finally, there aren't many areas where compensation buffs would be healthy. What part of his kit could you buff without it becoming just as problematic? His R is already powerful, his Q is unreliable, and buffing his E simply couldn't be adequate compensation. Cho'gath couldn't exist if he was melee reliant.
Perhaps Riot could consider nerfing the slow on his silence or fixing the animation with it.
TL;DR: I personally think cho'gath is in a healthy state currently but would rather see a rework than nerfs.

W - Feral Scream
Cooldown:: 13 >>> 13 / 12 / 11 / 10 / 9
NEW:: Acquires targets post-cast rather than pre-cast (it is easier to dodge)
Range:: 585 >>> 650
Silence Duration:: 1.5 / 1.75 / 2 / 2.25 / 2.5 >>> 1.5 / 1.625 / 1.75 / 1.875 / 2
I actually didn't think they'd be willing to buff his cooldown and range. I'm actually quite happy with this. This actually might be a net buff since his teamfight ability isn't the greatest and these changes will improve that.
