Mid Laner Never Connected for ~5 Minutes and No Remake was Available

In this game, our Viktor never connected to the game. By this I mean he never showed up in loading screen, and never connected to the game until ~5 minutes in. During this time, I thought we'd remake because our team did not want to play 4 v 5. However, the remake option was never available for us. First blood occurred at 4 minutes, so that could not be the problem. And Viktor didn't start reconnecting and disconnecting either. So I don't know why our team did not have a chance to remake despite having a DC'ed player.
