What's the Point of This Addition to Summoner's Rift?

In the video below (DJ Sona Skin Spotlight) around 2:18, the player shows off DJ Sona's channeling animation on a tower beside one of the jungle gates. These types of towers are normally associated with the Crystal Scar but this video is obviously in Summoner's Rift. Judging by the purple eye marking above the tower, I assume it's some type of warding device.

Can anyone tell me what this tower actually does? Will it become part of the new summoner's rift? https://www.youtube.com/watch?v=GGBDz927TZ4

Skin spotlight has had this map for awhile, its not part of the official summoner's rift, they use it for testing everything on one map, idk how they made it or anything though.

Its basically just a dominion map overlayed on summoner's rift
